Full Name: Gabriel Wabuti Lubale

Gabriel is HR Professional with  over 12 years work experience from Private and Public Sectors in Human Resource and Finance, Teaching, Training and Consulting and Speaking and Publishing. He has performed official duties and conducted personal life in a professional manner. In the capacity as the Public Officer, Chairman, Lecturer, Trainer, Consultant, Hospital Administrator, Accountant, Motivational Speaker, Author, Handball Team Captain and an Elder.

Human Resource and Finance

His career has progressed from junior to senior levels of Leadership and Management positions demonstrating good skills, relevant knowledge and positive attitude in the many for-profit and non-profit making organizations.

Gabriel  was on-job-trained at Shah and Associates a Medium-Size Audit firm based in Nairobi. The Public Practice was owned by two Fellows of Chartered Certified Accountants (FCCA) qualifications. The proprietors started their finance careers as Trainees at  PriceWaterhouseCoopers (PwC). Gabriel is competent  in Double Entry Book-keeping System, Bank Reconciliation preparation, drafting of Final Accounts from a Trial Balance and the Incomplete Records, Computing Tax liabilities and filling in Tax Returns.  He can also perform audit procedures to judge, this includes assessing  the risks of material misstatement of the financial statements, whether due to fraud or error. Gabriel prepared Audit work plan for the Audit Trainees  and Clerks and reviewed the work done. He performed Statutory Audits and Audit Investigations, advised on Kenya Taxation, Prepared Schedules for selected the Balance Sheet, Profit & Loss Account and Company Secretarial Items. Gabriel worked in a Commercial firm as an Accountant and a Book-Keeper.

Since August 2005 he was appointed by the Minister of Education under repealed Education Act (Cap 211) to the Board of Governors of St. Mathew’s Secondary School. With effect from March 2009 the other Governors elected him the Chairman of the Board. On transitional status under the Basic Education Act, 2013 pending a formal appointment by Kakamega County Education Board. In December 2015 after period of Ten (10) years he resigned from the Chairmanship to join County Government of Lamu as County Director of HR.

From January 2003 to July 2007 a period of 4 years Gabriel was employed as the Hospital Administrator for Friends Mission Kaimosi Hospital. He turned-around the Health Institution on the verge of closure. He was the Executive Officer, his key functions being participating in strategy formulation and implementation, operation management and building partnerships and other duties as assigned by the Board Chaired by Professor Gerishom Sande. He was appointed on 17th November 2007 as an Immigration Officer of the Government of Kenya. He has served at Moi International Airport, three-month stint in Shimoni Seaport and now at Old Port Mombasa deputizing the Officer in – Charge.

Training and Consulting

Gabriel is a Chief Trainer for ESF Apex Strategies Limited. This is a Private Company with a Consulting and Training principal activities.Over time the firm has conducted many training and consulting assignments for various categories of clients in the Public, Private, Development Partners and Civil Societies Sectors. The firm has also established strong strategic linkages with credible partners such as Jomo Kenyatta University of Agriculture and Technology, JKUATES and Njuguna-Wahome Consultants Ltd among others.

Gabriel is a Regular Facilitator for JKUAT Executive Training Center – Mombasa Campus.

He collaborated with Federation of Kenya Employers (FKE) to train on the hazards in occupational information security management to the Committee members of Occupational Safety and Health (OSH) of the National Aids Control Council (NACC).


He has worked with Tricepts Management Solutions Limited to train Mewa Hospital Board Members and staff in Customer care.He also facilitated Stress Management Training for the Senior Managers of Kenya Commercial Bank Limited (KCB) – Coast Region. 

He co-ordinated a team of five Independent Consultants for the firm – Top Edge Consultants. The consultants trained Board Members and Senior Staff for SACCOs in the Effective Governance and Sacco Legislation Compliance.

Gabriel is an expert in training Staff how to work with Senior Staff and Board members in Church or community or Government owned organizations.

Gabriel co-authored the drafting of HIV and AIDS Workplace Policy for Eco-Ethics International-Kenya (EEI-K), an International Non Governmental Organization based in Mombasa. He was also part of the Team that inducted the Staff of EEI-K on the same.

He has work experiences from a Hospital, a High School, Church Organizations and an Umbrella Countrywide membership Organizations. His experience drawn from Kaimosi Hospital, Friends Church in Kenya, Yearly Meeting of Friends, Friends United Meeting,  St. Mathew Mung’ang’a Secondary, Anglican Church in Kenya, Christian Health Association of Kenya (CHAK), Catholic Church in Kenya, Kenya Commercial Bank – Coast, Sacco Managers, Juhudi Yetu Self-Help Group.

Gabriel has also a wealth of work experience in Learning and Performance functions. He has Part-time appointments in these Institutions:

Kenya School of Government, Mombasa Campus formerly Government Training Institute (GTI) – Mombasa: Lecturing and assessing Civil Servants attending the Senior Management Courses, Middle-Level Management courses and Induction Courses.

At Jomo Kenyatta University of Agriculture and Technology (JKUAT) – Mombasa CBD Campus he teaches and examines Undergraduate degree programmes in Bachelor of Commerce, Bachelor of Science in Supply Chain Management and Bachelor of Purchasing and Supplies Management. He supervises Business Research Proposals and Projects.

He taught and examined Communication and Public Relations Course in the Executive Master in Business Administration (EMBA) programme of Kenya Institute of Management and Jomo Kenyatta University of Agriculture & Technology – Mombasa Branch.
